PARKING PARKING FOR THE RUNNERS WILL BE LOCATED AT THE LAND’S END LANDMARK CAR PARK. THEY WILL BE RESPONSIBLE FOR PAYING £7 FOR PARKING, UNLESS THE RUNNER HAS A ‘LOCAL’S PASS’ WHICH CAN BE OBTAINED FROM THE CUSTOMER SERVICES ONSITE, WHICH BYS VYKEN EVENTS IS NOT AFFILIATED WITH. THIS CAR PARK HAS A PAY MACHINE IN THE CAR PARK AT: LAND’S END LANDMARK, LAND’S END, SENNEN, PENZANCE, CORNWALL, TR19 7AA THERE WILL BE PARKING STEWARDS TO GUIDE THE RUNNERS SAFELY IN SPACES WITHOUT CAUSING CONGESTION AND OVER- PARKING, ULTIMATELY LEADING TO ACCIDENTS THAT MAY POTENTIALLY DAMAGE CARS AND/OR INJURE DRIVERS/PASSENGERS AND PEDESTRIANS. (MEDIUM RISK) THESE WILL ONLY BE LOCATED AT THE MAIN CAR PARK AND NOT THE HOTEL CAR PARK WHICH IS FOR GUESTS AND STAFF ONLY. RUNNERS ARE INSTRUCTED (AS PER THE ONLY METHOD OF PARKING ENTRY) TO TAKE CARE DRIVING INTO THE AREA AS THERE IS A HUGE INFLUX OF TOURISTS AND VISITORS HERE AT THIS TIME OF YEAR, AND THE CAR PARK COULD ALREADY BE FILLING UP BY THE TIME OF ARRIVAL. RUNNERS NEED TO CONSIDER EVERY OTHER USER HERE. THERE COULD BE DAMAGE TO VEHICLES BUT THAT IS THE RUNNER’S/DRIVER’S OWN RESPONSIBILITY. (MEDIUM RISK). BYS VYKEN EVENTS WILL TAKE NO RESPONSIBILITY WHATSOEVER.
REGISTRATION AND ENQUIRIES REGISTRATION WILL TAKE PLACE AT ONE SINGLE VENUE: ‘THE ATLANTIC FUNCTION SUITE’, WHICH IS SITUATED WITHIN THE LAND’S END HOTEL AT THE LAND’S END LANDMARK. THERE WILL BE NO CORDONED OFF AREA AWAY FROM THE TRAFFIC AND OTHER PARKING IN THE AREA SPECIFICALLY FOR THE RUNNERS, NOR THE EVENT CREW WORKING ON AND AT THE EVENT. HOWEVER, THERE WILL BE SIGNS NOTIFYING RUNNERS WHERE TO GO. THE CAR PARK AND RACE HQ IS OWNED BY HERITAGE GREAT BRITAIN PLC. REGISTRATION WILL TAKE PLACE FROM 07:00 ON SUNDAY 25TH JUNE 2023 UNTIL 09:30 ON THE SAME DAY. .RUNNERS WILL REGISTER HERE AND ALL ENQUIRIES WILL BE ANSWERED. OFFICIAL DOCUMENTS INCLUDING MAPS, INSURANCE, MEDALS, RISK ASSESSMENTS SMUGGLER’S SCUTTLER RISK ASSESSMENT AND LICENSES (INCLUDING NATIONAL TRUST PERMISSIONS) WILL BE ON DISPLAY FOR EVERYONE TO SEE, INCLUDING THE RACE RISK ASSESSMENTS AND COVID-19 PRODECURE LIST. WE WILL BE AVAILABLE FOR ANSWERING ENQUIRIES FROM THE GENERAL PUBLIC AND AUTHORITIES AT THE LOCATION OF THE EVENT AS WELL AS OUT ON THE COURSE FOR THE DURATION OF THE EVENT.
ALL RUNNERS INFORMATION WILL BE TREATED IN ACCORDANCE WITH THE ‘DATA PROTECTION ACT’ OF 2018 BRINGING BYS VYKEN EVENTS INTO LINE WITH CURRENT GENERAL DATA PROTECTION REGULATION WHICH, IS A REGULATION IN EU LAW ON DATA PROTECTION AND PRIVACY FOR ALL INDIVIDUALS WITHIN THE EUROPEAN UNION AND THE UNITED KINGDOM UPON LEAVING THE EUROPEAN UNION. THE LAW CAME INTO FORCE ON 25TH MAY 2018. (DATA PROTECTION IS LOW RISK). RUNNERS WILL HAVE HAD UP TO DATE INFORMATION EMAILED TO THEM IN THE FORM OF A PRE EVENT GUIDE/BOOKLET.
THERE MAY BE A MARQUEE SET UP OUTSIDE DEPENDING ON THE WEATHER FOR THE FINISH AREA WHICH WILL BE NEAR TO REGISTRATION. MARQUEE WILL BE FIXED/SECURED/WEIGHTED PROPERLY. IN THE EVENT OF ADVERSE WEATHER, IT WILL BE REMOVED. (HIGH RISK). RACE HQ WILL BE USED FROM 7AM TIL 10:30AM, WHICH HAS BEEN PAID FOR BY ‘BYS VYKEN EVENTS’, AND CLEARED WITH THE LANDMARK MANAGER AND HOTEL STAFF. IT HAS SPECIFICALLY BEEN AUTHORISED THE LANDMARK MANAGER. (EVIDENCE OF PERMISSION CAN BE OBTAINED FROM THE GOVERNING EVENT DIRECTOR,(Martin Penney).
TOILETS THERE WILL BE PUBLIC TOILETS OPEN AT THE ENTRANCE OF THE COMPLEX WHICH WILL BE OPENED EARLIER THAN USUAL FOR THIS EVENT. ALL RUNNERS AND CREW WILL BE EXPECTED TO USE THESE FACILITIES. THERE ARE SOME INSIDE THE HOTEL ITSELF BUT I CANNOT GUARANTEE THESE WILL BE OPEN, THUS NOT PROMOTING THE USE OF THEM THROUGH OUR EVENT LITERATURE, OF WHICH RUNNERS WOULD HAVE ALREADY READ UP TO THIS POINT. TOILETS COULD GET IN A STATE OF UNHYGIENIC MANNER WHICH WE WILL CLEAN (MEDIUM RISK).
REFRESHMENTS THERE WILL BE WATER AND SNACKS AVAILABLE AT TWO WATER STATIONS. THESE AT COT VALLEY’S NATIONAL TRUST CAR PARK AREA NEAR THE COVE, AND AT THE BOTTOM OF CAPE CORNWALL. THESE CAN BE ACCESSED ON BOTH ON THE OUT AND BACK WAYS OF THE ROUTE. THERE WILL ALSO BE WATER AVAILABLE AT THE FINISH. THERE WILL BE NO FOOD AVAILABLE TO RUNNERS UPON FINISHING.
THIS IS A CUPLESS EVENT AND PARTICIPANTS ARE EXPECTED (AS PER OUR RACE LITERATURE, OF WHICH THE PARTICIPANTS HAVE BEEN INFORMED) TO BRING THEIR OWN CUP. EVERYTHING WILL BE PROVIDED BY THOSE CORRECTLY QUALIFIED IN FOOD AND HYGIENE (CERTIFICATES AVAILABLE ON REQUEST TO RELEVANT AUTHORITIES). (MEDIUM RISK) HANDLING OF CASH THERE WILL BE SOME MINOR CASH HANDLING FROM COMMERCIAL SALES ONLY. THIS MONEY WILL BE PADLOCKED AND KEPT OUT OF THE REACH OF ANY SINGLE PARTICIPANT OR STAFF MEMBER, OTHER THAN THOSE ENTRUSTED WITH SUCH A TASK. THERE ARE NO ‘ON THE DAY’ ENTRIES. EVERY RUNNER ON THE START LINES WILL HAVE ALREADY PRE-ENTERED THE EVENT. TO MINIMISE THE POTENTIAL FOR THEFT, WE WILL BE TAKING CONTACTLESS PAYMENTS IF PEOPLE CHOOSE NOT TO PAY BY CASH. WE WILL BE USING A SUMUP READERS (LOW RISK)
THE COURSE/ROUTE POLICE AND AUTHORITIES NOTIFIED PRIOR TO THE EVENT. CORNWALL COUNCIL EVENT NOTIFICATION DETAILS CIRCULATED THROUGH CORNWALL COUNCIL EVENT PLANNING DEPARTMENT. SENNEN COVE LIFEBOAT STATION, PENLEE LIFEBOAT, ST IVES LIFEBOAT, NCI PENZANCE AND NCI CAPE CORNWALL HAVE ALL BEEN ALERTED PRIOR TO THE EVENT. NATIONAL COASTWATCH INSTITUTION: CAPE CORNWALL ALERTED PRIOR TO THE EVENT. (EVIDENCE OF THESE ALERTS CAN BE PRODUCED UPON REQUEST) THE ROUTE IS A HALF MARATHON (13.1 MILES ROUGHLY, DEPENDING ON WHAT LINES YOU RUN WHEN ON THE COURSE), RUNNING RACE EVENT HELD ON THE SOUTH WEST COAST PATH FROM LAND’S END TO CAPE CORNWALL AND BACK. THE ROUTE STARTS AND FINISHES ON ‘THE PEAL’ NEXT TO THE FIRST AND LAST REFRESHMENT HOUSE AT THE LAND’S END LANDMARK. THE ROUTE GOES PAST THE MAYON WATCH TOWER BUILDING JUST BEFORE SENNEN AND ALSO TAKES IN THE VIEWS OF THE RMS MULHEIM SHIPWRECK. THERE ARE ALREADY DANGER NOTICES INSTALLED HERE BY THE NATIONAL TRUST IN WHICH THIS EVENT WILL ADHERE TO. THE RACE WILL PASS THROUGH SENNEN COVE TOO, NEAR TO THE LIFEBOAT STATION AND WILL CROSS ROADS AND CAR PARKS HERE. ALL ROAD SECTIONS AND DIFFICULT TO NAVIGATE SECTIONS WILL BE MANNED/MARSHALED WITH SAFETY SIGNS INSTALLED BY BYS VYKEN EVENTS’ OWN CREW MEMBERS. FROM SENNEN COVE IT WILL GO INTO THE DUNES (AVOIDING THE ROCKS ON THE COVE/BEACH ITSELF AND THE STEPS UP OFF OF THE COVE). IT THEN FOLLOWS THE COAST PATH THROUGH THE DUNES AND ON TO GWYNVER BEACH . RUNNERS WILL TAKE THE PATH OFF OF THE BEACH UP TOWARD AIRE POINT WHICH IS A QUARTER WAY OF THE FULL ROUTE AND HALF THE OUT SECTION. THIS MILE SECTION IS THE MOST TECHNICAL AND WILL BE UNMANNED UNTIL YOU GET TO NANJULIAN/NANQUINDO COVE. THE ROUTE WILL THEN HEAD UP TOWARDS PRIESTS COVE JUST BEFORE CAPE CORNWALL.RUNNERS WILL HEAD UP TO THE TOP OF CAPE CORNWALL VIA THE HARD ASCENT AS SIGN POSTED BY THE NATIONAL TRUST WAYMARKER ALREADY IN EXISTENCE. RUNNERS WILL PICK UP THEIR ITEMS OF CONTRABAND AS PER THE RACE RULES DETAILED IN RACE LITERATURE SENT TO EVERY COMPETITOR PRE-EVENT BY THE GOVERNING RACE DIRECTOR. ALL RUNNERS WILL GO FULL CIRCLE AROUND CAPE CORNWALL BEFORE HEADING DOWN THE MODERATE DESCENT AND THEN TO BEGIN THE RETURN TO WHERE THEY ALL STARTED AT LAND’S END. IT’S UPHILL FOR THE FIRST MILE BACK. (THE ROUTE IS MEDIUM RISK. IT WOULD BE HIGH WITHOUT SAFETY MEASURES). THERE WILL BE 4 WATER STATIONS WITH 2 OF THEM DOUBLING UP, ROUGHLY 4 MILES APART FROM EACH OTHER WITHIN THE BEST LOCATIONS WHICH ARE EASILY ACCESSED FOR WATER CONTAINERS AND FOOD. LOGISTICS CAN BE DIFFICULT ON THESE PARTS OF THE PENWITH COAST PATH. THERE’S SOME DEGREE OF REMOTENESS. ALL THE MARSHALS/EVENT STAFF ARE TO BE BRIEFED ON HOW TO HANDLE ALL EQUIPMENT SAFELY. THERE WILL BE OVER 20 MARSHALS/CREW ON THE COURSE SUPPLIED WITH HIGH VIZ, CREW SHEETS WITH ALL PHONE NUMBERS OF ALL OF THE CREW, MAPS AND MOBILE PHONES (FULLY CHARGED). THE ROUTE WILL BE MARKED WITH PIRATE SMILEY FACE SQUARES BOTH WAYS AND RED BIODEGRADABLE VISCOSE TAPE AND A FEW ARROWS IN PLACES IN WHICH YOU CAN GO WRONG. THERE WILL BE SOME “SLOW, PIRATES PILLAGING” SIGNS OUT THERE TOO, ALONG WITH HIGH VISIBILTY CORREX SIGNS TO PIN-POINT DANGERS FOR BOTH RUNNERS, VEHICLES AND PEDESTRIAN TRAFFIC UNINVOLVED IN THE EVENT. THERE WILL ALSO BE THE ORIGINAL WAYMARKERS OF THE WOODEN SOUTH WEST COAST PATH POSTS OUT ON THE COURSE TOO. THESE ARE MARKED WITH THE ALREADY EXISTING ACORNS ON SIGNS AND POSTS. ALL RUNNERS WILL BE AWARE OF THE HAZARDS INCLUDING: COASTAL SECTIONS, TECHNICAL ASCENTS AND DESCENTS, RIVERS, FAST FLOWING STREAMS, DIVERSIONS EXPECTED OR UNEXPECTED UP TO THE DAY (RACE DIRECTOR TO VIEW COURSE ONLY HOURS PRIOR TO THE EVENT TAKING PLACE), STEPS, NARROW PATHS, SLIPPERY, UNEVEN AND SMOOTH GRANITE ROCKS, BLOCKS AND BOULDERS WHICH WILL NEED CAREFUL NEGOTIATING AND CLIMBING, THE POTENTIAL FOR STILL GETTING LOST AND GOING THE WRONG WAY DESPITE ALL PRECAUTIONS TAKEN, FARM ANIMALS, ELECTRIC FENCES, GATES AND KEEPING THEM CLOSED THUS RESPECTING THE CODE OF THE ENVIRONMENT OF WHICH THEY’RE RUNNING AND TRAFFIC. ALL RUNNERS/PARTICIPANTS WILL BE MADE AWARE OF THE SIGNAGE THROUGH THE PRE-EVENT INFORMATION AFOREMENTIONED IN THIS ASSESSMENT, ALONG WITH THE SAFETY BRIEFING. (MEDIUM RISK) ALL RUNNERS WILL BE MADE TO SIGN A WAIVER/DISCLAIMER UPON REGISTERING ON EVENT DAY BEFORE PICKING UP THEIR RACE BIBS. THOSE BIBS ALSO HAVE THE NUMBERS OF THE RACE DIRECTORS/RACE HQ. RUNNERS WILL HAVE ACCESS TO THE TERMS AND CONDITIONS PRIOR TO THE EVENT BY BEING EMAILED THEM AND ALSO HAVING THEM AVAILABLE 24/7 ON OUR WEBSITE WWW.BYSVYKENEVENTS.COM. THEY ARE ULTIMATELY RESPONSIBLE FOR READING THEM. LITTER THIS WILL ALWAYS BE MANAGED BY LAST RUNNER MARSHALS AND SWEEPER MARSHALS. ALSO EVERY SINGLE MARSHAL WILL BE EQUIPPED WITH RUBBISH BAGS THAT WILL BE CONTAINED WITHIN THEIR INDIVIDUAL PPE PACKS SO THEY CAN PICK UP WASTE, AND IN CASE THE RUNNER DUMPS THE LITTER OFF WITH SAID MARSHALS.THE GOVERNING EVENT DIRECTOR WILL DO ONE FINAL SWEEP OF THE COURSE THE MONDAY AFTER RACE DAY (AS PER OUR NATIONAL TRUST LICENCE AGREEMENT), AS INEVITABLY THE RESPONSIBILITY OF A LITTER FREE COURSE FALLS TO HIM. ANY AND ALL RUNNERS CAUGHT LITTERING WILL BE DISQUALIFIED AND BANNED FROM ENTERING ANY AND ALL FUTURE EVENTS ORGANISED BY US. WE ARE A PLASTIC FREE COASTLINES EVENT BUSINESS. THERE IS A CUPLESS POLICY BASED ON ‘BYS VYKEN EVENTS’ SURFERS AGAINST SEWAGE PLASTIC FREE COASTLINES APPROVED STATUS AWARDED IN 2018 AND ANOTHER IN 2019. (LOW RISK)
FIRST AID/MEDICAL SUPPORT COVER OUR COVER AND SUPPORT WILL BE PROVIDED BY OMEGA MEDICAL SUPPORT COVER. THEY WILL BE GIVEN ALL THE CREW NOTES, MAPS, PRE-EVENT INFORMATION, TERMS AND CONDITIONS AND RISK ASSESSMENTS ALONG WITH A TOTAL NUMBER OF PARTICIPANTS FOR BOTH DISTANCES. THEY WILL ALSO HAVE A COPY OF THE SAFETY BRIEFING SO WE’RE ALL IN SYNC WITH EACH OTHER. OUR SENIOR MARSHAL WILL BE RESPONSIBLE FOR THE ACCIDENT AND IS ALSO EMERGENCY FIRST AID TRAINED AND QUALIFIED. THIS WILL BE SARAH LIVELEY. SHE WILL BE PRESENT ON RACE DAY AND CONTACTABLE BY EVERYONE INVOLVED AND AT EVERY POINT OF THE EVENT. THE GOVERNING EVENT DIRECTOR HAS A SPORTS FIRST AID LEVEL 2 QUALIFICATION THAT WILL ALLOW HIM TO STEP IN IF HE NEEDS TO.
THERE WILL BE MARSHALS INSTRUCTING PARTICIPANTS WHERE TO GO ON THE COURSE ALONGSIDE AFOREMENTIONED SIGNAGE. THEY WILL ALSO BE PROVIDED WITH REFRESHMENTS. SOME MARSHALS (THOSE ENTRUSTED WITH COURSE MARKING ROLES) WILL BE INSTRUCTED ON CORRECTLY PLACING SIGNS AND TAPE TO MAXIMISE ULTIMATE SAFETY OF ALL INVOLVED. ANYTHING THAT REQUIRES LIFTING WILL HAVE A LABEL DETERMINING THE CORRECT WEIGHT (IN KILOGRAM/KG), AND MANUAL HANDLING GUIDANCE IS ADVISED. ANYTHING OVER 10KG WILL NEED TWO PEOPLE TO LIFT. OTHER THAN ADVICE AND GUIDANCE, WE HAVE NO CONTROL OVER THE INDIVIDUAL ACTIONS OF THE MARSHALS, BUT ARE ULTIMATELY RESPONSIBLE. ALL MARSHALS WILL ALSO BE PROVIDED WITH FULL PPE (PERSONAL PROTECTIVE EQUIPMENT).. THEY ARE ADVISED TO WEAR THE PPE BUT IT IS NOT MANDATORY. MARSHALS OF AN ADULT (18+) AGE WILL BE PROVIDED AT ANY CRITICAL POINTS ON THE COURSE, PARTICULARLY SIGNIFICANT ROAD INTERSECTIONS, IF ANY. THEIR DUTIES WILL INCLUDE SOME OR ALL OF THE FOLLOWING: PLACING (AND RECOVERING) WARNING AND DIRECTIONAL SIGNS PREVENTING COMPETITORS FOLLOWING THE WRONG ROUTE ACTING AS AN ADDITIONAL MEANS OF WARNING DRIVERS (IF NECESSARY, BUT NOT STOPPING THE DRIVERS) LIASING WITH AND ASSISTING POLICE OFFICERS IN CONTROLLING THE TRAFFIC PACE CONTROLLING SPECTATORS AND OTHER PEDESTRIANS DIRECTING COMPETITORS AT, OR CLOSE TO THE FINISH SUMMONNING FIRST AID ASSISTANCE CONVERSING WITH EACH OTHER THROUGH IN PERSON, PHONE OR ALLOCATED RADIO FOR EMERGENCY/SAFETY PURPOSES. MARSHALS ARE AT HIGH RISK DURING ANY OF THESE DUTIES IF THEY ARE NOT TRAINED ADEQUATELY BY THE EVENT DIRECTOR. MARSHALS MUST ARRIVE WELL IN ADVANCE OF THE EVENT AND BE FULLY BRIEFED ON THEIR DUTIES. WRITTEN INSTRUCTIONS FOR MARSHALS WILL BE USEFUL. SOME MARSHALS WILL BE EQUIPPED WITH COMMUNATIVE TOOLS, PARTICULARLY THOSE IN REMOTE PARTS OF THE COURSE (IF ANY ARE REMOTE. IN THIS INSTANCE, NOT). THE COURSE/EVENT/RACE DIRECTORS WILL HAVE A LIST OF ALL CREW/STAFF NUMBERS LOGGED INTO THEIR PHONES IN CASE OF EMERGENCY AND A SEPARATE AND NON-PERSONAL NUMBER WILL BE AVAILABLE TO RUNNERS. MARSHALS MUST REMAIN IN POSITION UNTIL THE LAST RUNNER HAS PASSED OR ANY CUT OFF TIME HAS BEEN REACHED, OR THEIR SHIFT COMES TO AN END AND THEY SWAP WITH SOMEONE ELSE. FOR LONGER EVENTS, MARSHALS WILL NEED TO BE PROVIDED WITH HOT DRINKS AND POSSIBLY FOOD, IF THEY ARE TO BE OUTDOORS FOR RATHER LONG PERIODS. IT WILL BE ADVISED THAT THEY DRESS FOR THE WEATHER. SWEEP MARSHALS/BACK MARSHALS WILL BE RESPONSIBLE FOR NOT ONLY THE REMOVAL OF SIGNAGE BUT ALSO WITH KEEPING EVERYONE AT THE BACK TOGETHER AND MONITORING THE PARTICIPANTS (IF SWEEP MARSHALS ARE NEEDED. IN THIS INSTANCE, NOT AS THE EVENT DIRECTOR ASSUMES THE RESPONSIBILITY). THEY WILL ALL COMMUNICATE VIA TELEPHONE OR RADIO, AND WILL ALL HAVE A LIST OF OTHER PEOPLE’S PHONE NUMBERS BECAUSE OF SAFETY REASONS. ALL MARSHALS GIVE PERMISSION FOR SUCH INFORMATION TO BE DISTRIBUTED (SEE INFORMATION ELSEWHERE IN THIS ASSESSMENT)
DYNAMIC RISK ASSESSMENT DESPITE CONSIDERABLE ATTENTION BEING GIVEN TO ADVANCE PLANNING, PROBLEMS CAN STILL ARISE AND HAVE TO BE ADDRESSED. ON OR CLOSE TO THE DAY OF THE EVENT CONSIDERATION MAY HAVE TO BE GIVEN TO THE EFFECT OF: SEVERE WEATHER CONDITIONS AND WHETHER THE EVENT WILL GO AHEAD. IF SO THEN MANDATORY KIT NEEDS TO BE FURTHER STRESSED TO THE RUNNERS AND ALSO VETTING THEIR EXPERIENCE COMES BACK INTO PLAY. (MEDIUM RISK) ROAD TRAFFIC PROBLEMS (AFFECTING ACCESS TO THE COURSE OR THE COURSE ITSELF) (MEDIUM RISK) OTHER UNFORESEEN CIRCUMSTANCES, SUCH AS DEATH OR ILLNESS OF ANY OF THE EVENT’S PARTICIPANTS, CREW OR EVENT DIRECTOR IN THE LEAD UP TO THE EVENT. (MEDIUM RISK) THE ORGANISER WILL ALWAYS ENSURE THAT SOMEONE (E.G THE RACE REFEREE OR COURSE DIRECTOR) IS GIVEN THE RESPONSIBILITY FOR CHECKING THE COURSE SHORTLY BEFORE THE EVENT STARTS (AND PREFERABLY ALSO A FEW DAYS BEFORE). ALTERNATIVE ARRANGEMENTS OR APPROACHES MAY BE NEEDED TO CONTROL NEW RISKS WHICH HAVE ARISEN. THESE MIGHT INVOLVE: PROVISION OF ADDITIONAL WARNING SIGNS ADDITIONAL MARSHALS OR OTHER PERSONNEL COURSE REDESIGN E.G, MISSING OUT PROBLEM SECTION (IF ANY) PROGRAMME CHANGE, E.G, PUTTING BACK OR BRINGING FORWARD THE START TIMES DUE TO ANY GIVEN PROBLEM THAT SHOULD ARISE. GIVING WARNINGS TO COMPETITORS IF RISKS CANNOT BE CONTROLLED TO AN ACCEPTABLE DEGREE, THEN CONSIDERATION WILL BE GIVEN TO CANCELLING THE EVENT, BUT THIS SHOULD ALWAYS BE THE VERY LAST RESORT. SOMEONE MUST ALSO BE IDENTIFIED AS BEING IN OVERALL CHARGE SHOULD A MAJOR INCIDENT OCCUR DURING THE EVENT.SUCH AN INCIDENT COULD RELATE TO THE EVENT ITSELF OR THE AREA IN WHICH THE EVENT IS BEING HELD. THIS PERSON WILL ALWAYS BE THE EVENT DIRECTOR.
